Hobson Prior are in search for Senior Procurement Manager to join a leading organisation focused on advancing the growth of cell and gene therapy research across the UK, helping to promote the use of these therapies throughout the health services all over the world.


Job Responsibilities:

Procurement

Lead the company in all aspects of procurement.

Endorse the use of compliant processes for the acquisition of contracts for goods and services.

Investigate and recommend appropriate procurement method for any new requirements.

Lead purchasing processes and select the appropriate procedures.

Prepare tender documentation and co-ordinate the process to evaluate and analyse tender responses; obtain authorisation to award; and award contracts.

Maintain appropriate databases to manage and review contracts including the renewal of contracts ahead of their expiry date.

Contract Management

Working with the relevant stakeholders to ensure total management of key contracts throughout the procurement lifecycle.

Take charge of supplier relationship management and supplier performance reviews for key contracts.

Work closely with the Legal and Finance teams to develop appropriate terms and conditions of contract and accounting processes.

Assist with change control/contract variations.

Track spend against contract value to ensure compliance and plan re-tendering timetable.

Procurement Policy

Maintain and enforce the procurement policy.

Ensuring compliance with all relevant public sector and legal procurement regulations.

Maintain an up to date knowledge of the Public Contracts Regulations and how to implement them.

Value for Money

Develop annual objectives and priorities to recommend improvements to purchasing strategies.

Put plans in place to improve purchasing approach across the organisation.

Accountable for the delivery of savings and efficiencies to achieve targets on capital, overhead and external expenditure.

Act as a source of sound commercial expertise, guidance and support to key stakeholders and individuals to operate within policy.

Achieve an improvement of service delivery.

Key Skills:

Exceptional interpersonal, written and verbal communication skills.

Good IT skills.

Excellent organisation skills with the ability to prioritize workload with attention to detail.

Highly motivated, logical and practical.

Keeps up to date with professional knowledge, expertise and best practice.

Requirements:

Educated to at least Degree level or possess equivalent work experience.

Member of the Chartered Institute of Purchase and Supply.

Minimum of 8 years post qualified experience in either procurement and/or within a commercial related environment, including experience within tendering, contract and supplier management.

Leadership experience.

Budget management experience.

Proven experience of managing high volumes of procurement processes in a short period.

Experience of the creation of and monitoring of framework agreements.
